The following are bids that have been received/still waiting on methods of voting. They are all approved by the Department of Labor. The membership will be voting on these at the March regular membership meeting.

Note: Your election committee will be the oversight to the entire election process.

BallotPoint Election Services $28,000.00

BallotPoint provides the infrastructure required to support union elections that comply fully with the LMRDA. Ballot would be mailed to members and they would case their vote via telephone.

BallotPoint provides the tools and systems to conduct the election.Unions self-administer their elections using BallotPoint.

  • The union’s election officials retain responsibility for, and authority over, the conduct of the election in accordance with their union’s constitution and bylaws.
  • BallotPoint enables “hosted” elections, where a union is neither conducting the election in isolation nor relying on a third-party service provider. Instead, a union conducts its election in collaboration with BallotPoint Election Services using a time-tested and proven set of tools and capabilities.
  • BallotPoint gives members the flexibility to vote in private, by telephone or Web, at a time and place of their choosing.
  • Member identity and eligibility are validated before members are allowed to vote.
  • BallotPoint’s patented architecture and methodology physically and logically separate ballot information from the identity of the voter such that no one — not even BallotPoint’s own engineers — can connect the identity of a voter with the contents of his or her vote.
  • Each voter is given a vote confirmation number (VCN) once they cast their ballot. With their VCN, their voter identification number (VIN) and personal identification number (PIN), they can review their recorded vote without compromising ballot secrecy.
  • BallotPoint is the only election methodology that provides comprehensive observation in a secret ballot election process.

American Arbitration Association (AAA) $18,200.00

Based on your membership size of approximately 5,600 members, the AAA can administer your election for $3.25 per member.  This fee includes all postage (outgoing and incoming) and printing (we only use union printers) expenses, and ballot scanning.

The responsibilities of the AAA would include:

  • Preparing the ballot format and content for approval by the  your election committee;
  • Numerically coding the membership list containing approximately 5,500 names;
  • Preparing the ballot packets with an enclosed business reply and secret ballot envelope;
  • Providing the outgoing postage and mailing of ballots;
  • Providing an 800 line service for potential problems M-F 9:00 a.m. to 5:00 p.m.;
  • Establishing and paying for the business reply account (incoming postage);
  • Issuing duplicate ballots;
  • Receiving and securing ballots prior to the election at a post office box in Tulsa, OK;
  • Scanning the ballots under the observation of your election committee members at the American Arbitration Association;
  • Providing the certification of results within twenty-four hours of the election; and
  • Retaining all ballots and related files for a one year period in our Dallas office.

VR Election Services $ Waiting on Bid

While this method is more costly of the three available, it seems to appeal to the majority of the voting population. Other methods are by telephone or Internet. The traditional mail-in ballot method involves production of candidate packets; the ballot itself with unique Personal Identification Number (PIN), envelopes for mailing to the voter and returning to vendor, along with processing to secure the best possible postage rate.

VR Election Services provides:

The design, layout, and 1 or 2-color printing of mail-in ballots, with full width perforation and security barcode. The design and layout sample is subject to the client’s approval. (Punch-hole ballots are not used.) The ballots are counted by an IBM System i™ automated system.

The design, layout, and 1 or 2-color printing of Candidate Statements. Each ballot will contain introductory material and voting instructions, along with the candidate biographies/qualifications and statements/platforms. Design and layout is subject to the client’s approval.

Mailing services, CASS certification, presorted zip codes, and packaging materials including:

  • Outgoing #10 large window envelopes containing election packets are mailed to eligible voters.
  • Incoming #9 self-addressed to our secure facility – postage paid or recipient paid.
  • Processing the voter address database file provided by the client.
  • Using barcode software program to scan and record returned ballots.
  • Identifying election packets that have been returned and ‘not delivered’ by the US Postal Service in electronic format.
  • Providing a report on all non-delivered election packets. There will be no duplicate election packets, as we remove duplicates from the database before generating ballots.
  • Implementing CASS postal certifications and other requirements for discount bulk mailing by the US Postal Service.
  • Laserjet addressing, folding, collating, insertion, sorting by zip code, packaging and delivering to U.S. Postal bulk mail center.
