This week I continued my attempts to determine why the ASAP and MEAA programs have suddenly become an issue as to who handles them for the Union in Tulsa. According to the agreed upon letter there are 7 people selected system wide. For Tulsa I have always selected Brad Brugger to fill that position.
If there is an ASAP or MEAA investigation I expect Brad Brugger to be notified and involved.
Please print a copy of this document and retain it for your records just in case you need to utilize the program.
I’ve also continued conversation with the company to get all classroom training to its rightful classification which is MTS.

Passengers flying with a low-battery alert on their phones might be out of luck—at least if they are flying American Airlines.
The new policy goes into effect on May 1, requiring passengers to bring no more than two portable chargers, which are to be kept visible at all times (even when not in use) in order to allow flight attendants to address an incident promptly. The regulation now prohibits batteries from being stored in the overhead compartments, and outlines the power capacity allowed for portable chargers, capping it at 100 watt-hours.

What an experience being on Capitol Hill, a chance to speak to those who represent us in our collective States makes a BIG difference.
TWU INTL educated us on two issues facing TWU members:
1st Issue
No Tax on Overtime for ALL Workers Act H.R. 5475 and S-4310 – (Bill Numbers)
This is essential to members across our TWU system, as well as to Firemen, Policemen & Emergency Service Workers (EMSA, etc.). As part of the One Big Beautiful Bill Act, more than three million hourly workers are not currently eligible for this tax benefit.
Qualifying OT compensation is defined by the FLSA (Fair Labor Standards Act of 1938). This was enacted nearly 90 years ago, exempting airline, motor coach, railroad, trucking, maritime, delivery workers, and others. Additionally, FLSA sets an arbitrarily high minimum number of hours for firefighters, Law Enforcement, and Emergency Service workers, who do not qualify for federal OT until as many as 53 hours a week.
This No Tax on OT benefit is worth up to $6,000.00 per year for working families. No Tax on OT, led by Representatives Nicole Malliotakis (R-NY) and Emilia Sykes (D-OH) in the House and Senators Jim Justice (R-WV) and Maria Cantwell (D-WA) in the Senate, would expand the definition of OT used in the tax code for hourly workers. Please take the time to write to your representatives today. Local 514 Officers met with Legislative Reps and Policy Advisors on this crucial subject. They listened, made detailed notes, and one of them let us know that seeing constituents in person to hearing from them via phone and email ARE the difference. Lobbyists do show up to fight certain battles. On this subject that affects YOU and our co-workers, it is important to show up directly, whether in person, by email or phone.

I urge you to Co-Sponsor the No Tax on Overtime for All Workers Act (S.4310 Bill Number & H.R.5475 House Bill, Congress). This impacts not only myself and family but also my co-workers. With over 4200 workers at our TUL base and more hourly workers in the State of Oklahoma, we deserve this tax break. Were you aware this also affects our Firemen/women, Police Officers, and Emergency Service workers, EMSA, etc? This is unacceptable. While we were ‘told’ it was an oversight, some aides on Capitol Hill told others it was left out on purpose, to pass the Bill. Regardless of the answer, I urgently ask you to Co-Sponsor this Bill.

2nd Issue:
Support a Pro-Worker Surface Transportation Reauthorization:
This current authorization for federal infrastructure programs expires Sept. 30th, 2026. Renewing these programs-both funding and policies behind them – is pivotal for the economic well-being & safety of our communities. TWU members support this reauthorizing along the following lines;
Fully fund and authorize transit and rail programs alongside highways, bridges, and other infrastructure.
Allow federal funding to support transit operations. (H.R.3449 – H.R.5024 – S.3455)
Ensure the safe integration of autonomous vehicles into transportation systems.
Raise the level of safety in our freight rail network (H.R.7748, S.3903)

I urge you to review and support the Surface Transportation Reauthorization. This is VITAL for Safety and oversight from all our representatives in Washington, D.C., along with communities on safety issues affecting them with poor roads and unsafe bridges. Would you allow your child or grandchild to ride on an autonomous school bus, with one officially operating in Florida? Where is the Human Oversight and Intervention? Are these being overlooked due to the financial gains possible? Operators of driverless vehicles (using computers with remote controls) some not yet licensed as a regular driver or drug tested! What happens when an attack occurs, i.e.; bullying, sexual assault or robbery in a driverless vehicle? If a tragedy occurs due to software issues, as it did with two 737 Max aircraft as pilots fought in vain to gain control and override a software system that failed-where will you be standing on these issues? I stand to fight for better oversight and public autonomous safety. Please support safety in the air and on the ground. Thank you.

Washington DC Trip May 3-6th
The Executive Board with the TWU International COPE Committee met with several Congressional and Senate Representatives to try and get them to co-sponsor legislation on “No Tax on Overtime for All Workers Act” H.R. 5475/S. 4310. We also discussed the FAA Reauthorization Bill that we helped get passed 2 years ago and wanted their support in enforcing it.

This week, our Local joined many other TWU Locals from the East Coast to the West Coast in Washington, DC, for the TWU Legislative and COPE Conference.
During our visit to Capitol Hill, we met with Bryce Slagell, LC from Senator James Lankford’s office, John Morseau, Senior Policy Advisor for newly appointed Senator Alan Armstrong, and we also dropped off a legislative packet to Representative Josh Brecheen’s office.
During these visits, we discussed H.R. 5475 / S.4310 — No Tax on Overtime legislation. We also called on Congress to immediately take up a pro-worker, pro-safety surface transportation reauthorization bill due to the current federal authorization programs overseeing infrastructure being set to expire after September 30, 2026.
Please continue monitoring your time and attendance daily to ensure all coding, overtime, vacation, DAT, and comp entries are accurate. Addressing payroll or attendance issues early helps prevent larger problems later.

Tulsa Base Update
Production throughout the base continues moving at a high pace. We encourage all members to remain focused on safety, communication, and quality workmanship. Aircraft damage, procedural shortcuts, and avoidable mistakes impact not only the operation, but our coworkers and passengers as well. Take the time to do the job correctly and safely every time.
Professionalism, solidarity, and communication continue to be important as we move through operational challenges across the system.

This week in Washington, DC, TWU members from across the country stood shoulder to shoulder on Capitol Hill to remind Congress that working people still have a voice. From the East Coast to the West Coast, union members came together not for personal gain, but to fight for legislation that protects workers, strengthens safety standards, improves infrastructure, and supports working families across America.
That is what solidarity looks like.
When union members stand united, organized labor becomes one of the strongest forces for positive change in this country. The labor movement has never been about one individual — it has always been about workers standing together to improve conditions for the next generation.
The rights and protections we have today were not freely given. They were fought for by union members who were willing to stand up, speak out, and demand better. That responsibility now falls on all of us.

Stamp Out Hunger Food Drive – Saturday, May 9, 2026
Each year, letter carriers across the country head out on their routes on the second Saturday in May to collect donations of non-perishable food items to benefit local food pantries. Since launching in 1993, the National Association of Letter Carriers’ annual Stamp Out Hunger Food Drive has grown into the nation’s largest one-day food drive, helping to fill the shelves of food banks in cities and towns throughout the United States.
Simply leave your donation of non-perishable food in a bag near your mailbox on the second Saturday in May, and your letter carrier will do the rest.
