I attended the Base Business Review at DWH to listen to VP Greg Emerson and his teams reports on how the Bases and the MRO’s are performing. Please attend the membership meetings and hear a full report from Eboard Officer Jay Potter.
I’ve had continued conversations with all M&R TWU Presidents on possible changes to the next round of Negotiation structure.
Next week I will be in DC with Rollie Reaves and Gary Schaible to meet with four Republican Senators to discuss getting their support on requiring the FAA to inspect foreign MRO repair stations at the same level they do in the United States.

Tulsa Retirement Planning Seminar

- We have 2 new MLS in Hangar 5 & 6. They have transferred from other titles.
 - I continue to work on grievances with management. I was able to get some Levels removed this week for some of our members. When having days re-coded for attendance points, that may change the outcome of the Level you are on so make sure you have the LTA’s check.
 - Management has started working on the May bid. There will be changes to weekends and locations in some Bid areas. If you have questions please feel free to email, text or call. I haven’t seen any yet but I have to check them all before management posts them.

Chairman of Facilities Maintenance:
Where there’s smoke there’s fire
Yes there was smoke followed by fire in the south TEO building Tuesday the 14th on the MAG machine in landing gear, fire extinguishers were used but the machine kept igniting, luckily we had a member of the facilities electronics group that was familiar enough with that machine to know where and how to secure incoming power or there’s just no telling the damage and possible lives that could have been lost.
The fire seemed to have been a direct result of the preventive maintenance (PM) schedules being taken out of the Preventative Maintenance system to save on Facilities Maintenance headcount, therefore the proper maintenance couldn’t be done, total damage is currently estimated around $60,000

Gene & I had our weekly Grievance / Comm’s meeting with Bryan Beene on Wednesday . 3DD Pickle Fork was found cracked at a vendor , Boeing is coming on the 27th to start the repair . A/C will require an FCF which hgr’s 1 & 2 will handle . Management realizes’ it’s cheaper for us to accomplish the repair , however they’ve made the decision for Boeing to perform it .

As of Mar 16, 2023, we have twenty-one (21) aircraft at our Base Maintenance Locations; we have twenty-nine (29) aircraft at vendor locations.
The outsourcing report for December was 31.4% (percentage of outsourced hours) and 68.6% (percentage of total paid in-house hours).
The formula for AO and AO Support Shops outsourcing is the billable outsourced hours (numerator) over the total paid labor hours paid + the billable outsourced hours (denominator). In addition, we have a minimum headcount provision: Article 6.F.3. “The Company shall maintain a system-wide minimum headcount of two thousand six hundred (2,600) active base maintenance employees (which includes Crew Chief and Tech Crew Chief Aviation Maintenance Technicians, Aviation Maintenance Technicians, Inspectors, Overhaul Support Mechanics, Crew Chief Cleaners and Cleaners) assigned to base maintenance in aircraft overhaul, modification and direct support, shops (as set forth in Section I of this Article) across its active maintenance bases.”
On Wednesday, March 08, 2023, I attended the quarterly Base Outsourcing Committee meeting at AA Headquarters, Skyview 8.
- 
- Article 6.F.1.a., “Livery work may be outsourced and the vendor’s billable hours do not count as overhaul and modification base maintenance work, but other work performed by the vendor during the livery visit may be outsourced and the billable hours for such other work count as overhaul and modification base maintenance work.”
 - The Outsourcing Committee challenged the company on capturing these hours that are sometimes done at the Livery Vendors.
 
 
On Wednesday, March 15, 2023, I attended the Base Business Review at DWH.

- The company has a list of interviewed cleaners that they will be hiring from for the next several months.
 - The Dallas Warehouse, Central Fulfillment Center (CFC) is planning to open this summer.
 - Company reported in-sourcing B737MX entry into service (EIS) checks to DWH
 - Company moving some GDAFR work to DWH
