Executive Stewards
Article VI
Section 1: Executive Stewards
a) The Executive Board shall divide the Maintenance Base and off-site locations per capita into areas equal to the total number of Executive Board positions. The areas shall be divided in a manner as to allow for the areas/buildings to be as closely located in proximity to one another as possible, with exception of the off-site locations.
b) The position of Executive Steward shall be appointed by the Executive Board the areas designated by the Executive Board and shall be for a term no longer than three (3) years to run concurrent with the Executive Board positions.
c) A member must be in good standing and have attended at least three (3) regular membership meetings during the preceding year in order to be eligible to hold an Executive Steward position.
d) In order for a member to be eligible to run for an Executive Steward position in an area or building they must be assigned to a shop in that area or building at the time of nominations and be a current Shop Steward or former appointed union officer, Executive Board member or higher.
e) Any Executive Steward who misses three (3) consecutive Shop Stewards’ meetings shall be subject to immediate removal, and if so removed, shall not be eligible to hold a Shop Steward’s position for one (1) year.
f) Executive Stewards shall receive expenses to be determined by the Executive Board, subject to the memberships approval. Expenses will be claimed at the regular monthly Shop Stewards; meeting. Any Executive Steward who allows their expenses to accumulate for more than two (2) months will forfeit the two months accumulated.
g) In the event an Executive Steward transfers, or is transferred by the Company, to another shop, crew, group, or work unit, outside the area he/she was appointed, the Steward shall automatically forfeit the Executive Steward’s position, and the process to select their replacement will start immediately.
h) Executive Stewards may be removed from office for dereliction of duty by the Executive Board, or when a majority of the members who the Steward represents requests in writing to the President or the Executive Board their desire for such removal. Any Executive Steward removed from an Executive Steward position may appeal such removal to the Executive Board, provided such appeal is made in writing to the Executive Board within ten (10) days, in which event the Executive Board will conduct a hearing within ten (10) days, from the date of the appeal and the Steward will be notified of the time and place of such hearing. Executive Stewards shall not assume any temporary non-bargaining unit position without forfeiture of their Executive Steward position and any Executive Steward expenses due for the month or months they have not collected.
i) Executive Stewards shall represent the members in the area they were appointed in and such shop, crews or groups as may be designated by the Executive Board.
j) Executive Stewards shall be responsible for assisting in the handling of grievances and the complaints of members whom they have been designated to represent in accordance with these Bylaws,.
k) Executive Stewards shall keep their respective members advised of actions of the Union, shall attend Stewards; meetings and assist Shop Stewards and Executive Board members in enforcement of the Contract and of the Constitution and Bylaws of the Union and in such other duties as may be assigned to them by the Executive Board.
