closed_sign21. What is the Christmas holiday if I am not working the base closure?

Answer: Per article 7 of the TWU agreement, it varies based on your work schedule.

2. If we have too many volunteers in a work area, do we take the most senior volunteers? Do the rest of the volunteers not selected remain on the volunteer list if we need them during the closing period?

Answer: If you have more volunteers than necessary, you select volunteers by occupational seniority. Any volunteer not notified by November 23, 2014 should not be called for work after that date unless there is an unplanned operational requirement, i.e., drop-in’s or another emergency. Employees proffered to work after this date are not “required” to work and may decline the offer.

3. If an employee wants to work during Base Closure and defer his vacation to next year: When can he take his deferred vacation in 2015?

Answer: An employee may, at his option, roll over an equivalent amount of days worked during base closure (no more than five days of VC from his 2014 bank). Employees must utilize these Vacation days based on operational requirements within their shop/dock/work unit in 2015.

4. Will the Company allow an employee to utilize any remaining 2014 vacation, prior to Base Closure, if he is selected to work Base Closure and does not want to be paid vacation concurrent with Base Closure or roll vacation to 2015?

Answer: Yes, if operational requirements permit. Employees should request to utilize VC via an AOI to their immediate Supervisor.

5. Who is eligible for overtime, if needed? Can we follow our local procedures and bypass employees on vacation?

Answer: Employees who are working during the closing are eligible for daily overtime. Employees who are on vacation or POH should not be called for overtime. Overtime that occurs on days either preceding or following the base closure period should be called following the Tulsa Base Overtime Guidelines.

6. If overtime is proffered during Base Closure, are there any differences in rates of pay between employees who are proffered overtime and are being paid vacation, in conjunction with their regular pay and employees who are not?

Answer: If an employee works overtime during the Base Closure period he will be paid at normal overtime rates per Article 6. There are no differences in rates of pay for employees working with no vacation or have elected to roll their vacation to 2015 and employees who are receiving vacation pay while working the Base Closure. EXAMPLE: employee #1 Employee #2 REG 8 hrs (straight time) REG 8 hrs (straight time) VC 8 hrs (straight time) OT 4 hrs (time and one-half) OT 4 hrs (time and one-half)

7. Can AMT’s be used in OSM shops if needed?

Answer: Yes

8. Can OSM’s be used in AMT shops?

Answer: NO, however, if an AMT has been displaced back to an OSM shop as a result of the reduction in force, he may be allowed to work in his new shop or, if needed, he may be proffered work, if required, in his old AMT shop if qualified.

9. Can Crew Chiefs be used in shops other than those to which they are assigned, if needed?

Answer: Yes

10. Can labor loans be utilized during the Base Closure period?

Answer: Yes, normal labor loan guidelines apply.

11. How would you award a Crew Chief who volunteers to work Base Closure in both the bid and non-bid capacity?

Answer: Crew Chief positions will be awarded prior to the non-bid positions. The employee will be selected to work Base Closure, in his bid position, based on his occupational seniority within the shop/dock/work unit. In the event the employee is not selected as a Crew Chief he will be awarded the ability to work Base Closure, based on his occupational seniority, in the non-bid position.

12. If an employee is solicited to work on his designated holiday following vacation, how is he paid?

Answer: Per Article 7, the employee will be paid time and a half.

13. What happens if an employee volunteers to work during the base closure and then calls in sick?

Answer: If the employee has a sick bank available, he will be paid sick time (SK) in accordance with Article 34. If no sick bank is available he will be coded sick unpaid (SKU). If the employee has chosen pay in lieu of deferring his vacation, the employee will also receive pay for vacation, regardless of whether or not he is sick paid or sick unpaid.

14. Will Tech Crew Chiefs and regular Crew Chiefs be on call during the closure?

Answer: No, the Company will proffer all appropriate classifications and skills required to support the operation prior to the Base Closure period.

15. How do we handle employees that do not have vacation available for base closure?

Answer: Employees that do not have enough vacation available due to transferring into Tulsa from another station or because of their hire in date will be provided the opportunity to work the base closure, take utilize POH at their option. All other employees unless selected, as a volunteer should be coded as VC, FV, or POH.

16. Can an employee that has been proffered to work base closure during the 2013 vacation selection and has been reassigned and or transferred out of their shop still work in that shop?

Answer: Yes, in accordance with the Letter of Memorandum dated March 1, 2001, employees that have elected to work during the base closure are guaranteed and are obligated to work in the shop that they were in during the proffer and prior to the reassignment. In the event the shop is no longer in existence, the employee will be labor loaned to an appropriate shop/dock/work unit during the Base Closure period.

17. Can the Company roll my Christmas Holiday into the following year?

Answer: Employees must observe their holidays in accordance with Article 7 of the AA/TWU Agreement. Please refer to the scenarios on JetNet to determine the appropriate Holiday for your assigned work schedule during the Base Closure period.

18. If my Holiday does roll into the following year am I charged for 6 Holidays in that year?

Answer: No, if your Holiday does roll into the following year the Holiday that is rolled from the previous year is charged to that year.
