MUNICIPAL EMPLOYEES COLLECTIVE BARGAINING ACT

(MECBA)

FACT SHEET

With all the National news regarding labor strife in other states, it is important that you have the information you need to make an informed decision on laws affecting the city workers here in Oklahoma. HB 1593 seeks to repeal the Municipal Employees Collective Bargaining Act, (MECBA) that was passed into law in 2004.

Here are some facts regarding MECBA:

  • The law prohibits strikes to prevent the work stoppages of the past and in exchange the workers have a system to resolve disputes.
  • Oklahoma City, Tulsa, Norman and Muskogee have used the basic elements of MECBA before it passed in 2004 voluntarily for decades because it works.
  • There is NO Binding Arbitration in MECBA. Unlike police and fire, arbitrators can only make recommendations to the cities. They can never force a city to spend one penny it does not agree to.
  • Oklahoma is a Right-to-Work state. No municipal employee is required to join the union.
